It's a horrid thing to say, but in my experience, it's because many parents *encourage* predatory behavior because they see it as "within parental bounds" with the whole parental rights thing and how children are supposed to obey them without question. They just blindly assume no one will use it for abhorrent reasons because *they dont* and leave it at that. A lot of people who have kids do it as a status symbol and have no business or actual understanding of how to raise children.
That’s definitely a part of the problem
