That Gallifreyan was made by a shoddy auto-translator and is too small and auto-translator-y to read easily... BUT I can tell that they are the same phrase, just with the lines moved. I used to do a lot of Gallifreyan translation back before my interest in Doctor Who completely dwindled. (I know people are going to assume I just don't like Bill or Thirteen, but I just can't get into the new seasons and I kinda lost interest in the show as a whole after that.)
